Zip File with 2 Screenshots. Empty session tooltip and existing file tooltip

The Gtk application behaves different depending on how it is opened. If I open an empty inkscape session, the standard theme settings (breeze default) are used, Tooltips when hovering over a tool, are visible (black box, white text).
If I open a existing .svg file by double clicking or "Open with inkscape" the theme is corrupted: when hovering the box is light grey, the text is white and almost impossible to read.

STEPS TO REPRODUCE
1. Open an existing inkscape (.svg) file (from Dolphin)
2. Hover over a tool (for example the "Select tool)

EXPECTED RESULT
Tooltip is readable like when opening an empty inkscape window

ACTUAL RESULT
Tooltip is unreadable due contrast/theme setting

SOFTWARE VERSIONS
Distribution: KDE Neon (user edition)
KDE Plasma Version: 5.13.5
KDE Frameworks Version: 5.50.0
Qt Version: 5.11.1
Inkscape version: 0.92 (installed from official PPA)

@David: I think this might be related to the GTK_RC_FILES variable not being propagated correctly depending on where an app was launched from.
