kbookmarkseditor doesnt sort things you can press the button but everything else happens than what you expect it to do. e.g. if i click on a folder with e.g. 40 bookmarks inside then it doesnt SORT them (i expect them to be sorted by name at least i assume this to happen) but unfortunately nothing much happens i only detect every now and then that it duplicate bookmarks in the same directory which could fsck up everything.

Strange, it works just fine for me.  
Maybe the thing that confuses you is that it sorts all folders first, and then all bookmarks?  
Also note that it's not recursive, it only sorts the direct children of the folder on which you click.  
Maybe this was a bug in KDE-3.0.0 - it works just fine in KDE CVS (3.1-beta2).

The sort function on the menu is grayed out and inoperable and I cannot sort any colums or records whatsoever.  I cannot press the sort button as it is alwaysgrayed out and not in focus.
