I like to switch tabs by hovering them with my mouse, then using the scrollwheel.

In various systemsettings kcms, like power management or network options, that contain tabs as well as a scollable area beneath, doing so scrolls the view as well, which is annoying.

Steps to reproduce:
* open systemsettings5
* scroll to power management
* ensure the window is small enough that the area becomes scrollable
* switch tabs by hovering over them, and scrolling with the mousewheel: the page scrolls as well

Expected behaviour:
* the scrollwheel should switch tabs, but not scroll the content.
