In Dolphin, F4 opens a Terminal. I think its suitable to have this in Kate so as well. Also consider to preactivate the plugin by default.

Can we assign shortcuts to toggle toolviews of plugins by default?

How is it different from other shortcuts?

As an additional suggestion, can we enable the Terminal plugin by default. 

Any counterarguments?

It is different in the sense of that the toolviews shortcuts are created on the fly without having an entry in the UI.rc XML file. ;)

This is effectively fixed now that the Focus Terminal shortcut is F4, which opens the terminal if it's closed. Also, the plugin is indeed on by default now.
