FWIW, the entry in kglobalshortcuts looks correct to me: - the bit after "=" is the currently assigned shortcut key combo, or "nont" if nothing is assigned - the bit after the the first "," is the "default" key combo, whether it's actually assigned to the that action or not depends on the bit after "=". Can you still reproduce this issue? Sadly I'm not using kde anymore and I would need a fresh install to verify. I might try later in VM.
