If I try to use the kdialog file selector to change the icon for an individual directory (right click -> properties -> click on file icon) then the "Select Icon" dialog appears under the "Properties" dialog, "Select Icon" can't get focus and won't accept any input.  If I do the same thing from Dolphin, however, it works just fine.

Can't reproduce. kdialog --getopenfilename ~, icon dialog in properties works just fine. Can you perhaps do a screencast?

You're right, there's no problem if kdialog is invoked from the command line.  To be more specific, my problem happens when Chrome uses kdialog to pick a file to upload.

Thanks for the update. I can confirm.
When Chrome opens the dialog it tells kdialog to treat it as parent window (so it dims like a modal window). If it does so, for some reason, the icon dialog from properties dialog remains behind the window and non-interactive.

I'm still seeing this issue with Chromium.
