for some reason all the panels and just google chrome persist accross all activities, no other app I found persists. Using latest chrome stable.

Applications that do not use client-side decorations (that do not have normal KDE KWin caption bar) are by default placed on all activities.

That is by design.

You can configure Chrome to use KWin decorations and it will work.
