I'm using Kubuntu 18.04 with the Breeze theme. I'd like to be able to change the size of scroll bars, since by default they're pretty tiny on my laptop (Dell XPS 13) even with resolution turned down to 1920x1080, and are really tiny at QHD resolution.

Make the scrollbar always thick

Summary:
Second part of D26655, removes the thin scrollbar and makes it always thick
to implement the desired design
