Issue:
Annotation tool activated with double click cannot be used when the page is scrolled, if a popup note is added to the annotation.

Steps to reproduce:
1. Open a PDF and enable the 'Review' tool bar.
2. Double-click on 'Highlighter' and highlight a text.
3. Double-click on the highlighted text to add a popup note.
4. Observe that 'Highlighter' is still activated.
5. Scroll down to the next page.
6. Try to highlight some text on that page.

Results:
Not able to highlight the text.

Additional info:
This issue probably started with Okular 1.3 (KDE Applications 17.12) and is still reproducible with 1.4.2 (KDE Applications 18.04).

It would be great to fix this regression.

I can confirm this with the current git master on Debian testing.

Additionally: 
* The "highlighter" icon stays activated, but I cannot highlight.
* As mentioned in 6., highlighting on a new page does not work.  However, when I scroll back to the page I started at, I can highlight there.

Still present in 19.04/1.73.

Issue still present in 20.08, even with the rewritten Annotation toolbar.

Haven't seen this issue in last few releases for sure (currently on 21.12), could be considered closed.
