I typically put 3-5 tags on my pictures in DK before exporting them to flickr. Once exported, only one tag is there. It's hard to be sure when this happened as I  use multiple versions of DK on both Linux and Windows but it seems to be recent. 
Export to Flickr is only on Windows 10 as there's no version of DK on Ubuntu xenial that supports export to Flickr.
