Another thing I experience is when I open a new page and I want to scroll through it using the cursor keys (up/down) it doesn't work straight away. I need to left-click the page first. I use that a lot since the mouse-wheel makes quite some noise. I can't replicate either issue on 3.1.0. Can you please test and let me know if this is still an issue for you.
