but rectangle 200px x 199px.
why?
and size check.

Sorry, I cannot reproduce that with Spectacle 18.04. Regardless of whether "Remember selected area" is checked in the settings or not, my screenshots always end up with the correct size.

Given this monitor:
  $ xdpyinfo | grep dots
  resolution:    96x97 dots per inch

…I get those results (in PPI instead of PPCM):
  $ identify -format '%w,%h\n' x.png
  200,200
  $ identify -verbose -units PixelsPerInch x.png | grep Resolution
  Resolution: 96.01x97

I don't think there's anything wrong with that.
