Support for Wine's quirks was recently overhauled (last week, in fact). The improved code will be in the next 5.12.x release as well as 5.13. Upgraded to the Developer (Stable) branch of Neon and the problem is resolved, didn't even need to unpin/re-pin. Thank you!
