As discussed in VDG there should be a KCM for en-/disabling plugins so people can easily hide entries they never use

Isn't it a matter of listing more prominently the most likely to have used?

This KCM would implement a few important features:
- Re-order items
- Show/hide items
- (eventually) Present a GHNS interface to get new Purpose plugins, alongside an interface for removing/uninstalling them.
