When I go to the Help menu / Calligra Sheets Handbook, it takes me to a web page
 that says (a the top) : 

"The application calligrasheets could not be found. Please check if you entered the name correctly, or use the navigation on the left to access the complete KDE User Documentation."

Fedora 27.

using master build from sources and neon devedition unstable up to date with Help -> Calligra Sheets Handbook KHelpcenter opens the Handbook properly.

You get your error message on docs.kde.org?

Yes. Every time I try, it takes me to a web page that give that error. 
It takes me to the main docs.kde.org page and at the top it shows:

"The application calligrasheets could not be found. Please check if you entered the name correctly, or use the navigation on the left to access the complete KDE User Documentation."

So this looks like a distribution issue in fedora, different from the correct behaviour in master + neon, a wrong url to docs.kde.org.

It appears HTML docs are only built if SHOULD_BUILD_DOC is defined, but I'm having trouble finding where/how that's supposed to get set (are distributions expected to set this flag by hand?)

CalligraProducts.cmake also includes:
calligra_define_product(DOC "Calligra Documentations" STAGING)

But it is apparent to me that it doesn't seem to get enabled by default, I'm assuming that's not intentional?

Confirmed, curing cmake run for calligra-3.1.0, the output is generated:

...
-- DOC:  Calligra Documentations  |  Not ready for release

So appears to be intentional.

All that means is neon isn't building calligra in RELEASE mode or is purposely inclucding STAGING content.

Regardless, calligra DOC content is not built *by default* in standard RELEASE mode (which was my point).  If calligra upstream expects this content to be included, then please enable it by default (or document/advise some other way to do it).
