Reproducible on both Arch Linux (plasma 5.13 beta) and neon dev unstable

start wayland session
open dolphin, unmaximize its window and position it near the plasma panel
click hamburguer button of the plasma panel to open its settings
dolphin jumps to the right side of the screen
click hamburguer menu again to close panel settings
dolphin returns to the original position on the screen

My plasma panel is positioned at the bottom of the screen

This might be a problem in plasma, that is an incorrect request resulting in the panel controller getting struts.

This behavior is no longer reproducible.
