Widgets on panels should be justifiable. Latte Dock already implements this function (justifying widget in center). This may be ported over to plasmashell, too.

If you add a spacer to the left and to the right of the widget, does it center?

Yes it does, but just after a widget changed it's size it is not centered anymore
