When I click the button to unmount devices
immediately after I copy a file to a removable device,
device notifier shows "Removing..." and when unmount proccess is completed
"This device can now be safely removed" appears together.

Confirmed!

In my case "Removing..." never disappears despite the device has been removed successfully.

I can't reproduce here too.
