Reproducible on neon dev unstable

close all windows
add "minimize all windows" widget to plasma panel
open kate
click "minimize all windows" widget in plasma panel
press alt+space bar to open krunner
type "dolphin" and press enter
Result: kate is unminimized and dolphin is in background

cannot reproduce in plasma 5.13.1, Arch Linux.
