Falkon 3.0.0 on openSUSE Tumbleweed 20180406

A video hangs when hitting the "save" button in the bottom right while it's playing. The audio continues playing normally.

The video stream will resume playback at the correct position when either the save dialog is cancelled, or the save location has been chosen.

Is this a youtube video or other streaming service or are you talking a direct link to an mp4 or something? Do you have an example of a link it happens on so we can reproduce?

When opening a dialog window, for example settings, there is a slight lag when the window opens, but then it resumes playing.
