I found that colours in a pallet can be moved around. However, the name of the colour does not move around. This corrects when the program is re-started.

You mean the name in the name dropdown?

I created a new colour, which appears as the last item on the palette. I
then moved it to be the third item on the palette (which moves all the
following items to the right). The colour immediately to the right I had
previously called basic skintone. In the box below the palette the third
item is still called basic skintone and in the dropdown from that box the
third colour does not appear. This fault is corrected when the program is
re-started. The ability to drag and drop is very useful to create separate
palettes for individual characters in pages of comic-book work. For
instance, the palette I have shown contains the flats colours for a
particular character's hair, skin, shirt, jacket, belt, trousers, boots and
dagger hilt.

Hope this helps

I just disabled drag and drop -- if Michael's gsoc project is accepted, we'll have a new palette docker at the end of the summer in any case.
