Just updated to KDE Plasma 5.12.3 in Fedora 27 and found that the Mouse settings module under System Settings -> Input Devices is gone. Downgrading to 5.11 brings it back.

It's there for me on Kubuntu and Neon, so this is going to be a distro packaging issue. Please report on the Fedora bug tracker. Thanks!
