I can't reproduce this on my system. These kinds of problems can be device-specific. The Pager currently uses the same wheel delta accumulation logic we use all over Plasma (e.g. also in the Task Manager applet), so it's not a trivial change. Actually I never liked the scroll through things in the task manager. I activated it and tried with my touchpad and... yeah is really fast. I have to move my finger really little to move by one item. If I try more than that I move around wildly. Actually doing a quite nice scroll down is almost fun :) Also I am not sure if it is a wide problem. It doesn't happen in everything. For example in the System Settings, adding widgets, notification list, changing the volume... I do have libinput-gestures BUT if I stop the process the problem is still there so is not it either. Also this is the fix for gwenview: https://bugs.kde.org/show_bug.cgi?id=388353#c19 This is a long term problem. I still have it in kubuntu 18.04. It scrolls so fast it makes me dizzy as desktops careen across the screen. I would turn it off if I could - without losing scrolling everywhere else. This is not just an inconvenience/annoyance.
