How to reproduce:
1. Run kcmshell5 kcm_sddm

2. For example in a breeze theme choose an image/video file as a background that is located in a directory which has name in Cyrillic.

3. Apply the changes.

4. Check if the changes is applied correctly:
sddm-greeter --test --theme /usr/share/sddm/themes/breeze

As a result you can see a usual breeze theme with white background.

5. Now choose an image/video file as a background that is located in a directory  with Latin symbols.

6. Check again if the changes is applied correctly:
sddm-greeter --test --theme /usr/share/sddm/themes/breeze

Now you can see that changes applied correctly and you'll see an image as a background of SDDM.
