With a laptop I connect a USB mouse as KDE is running. USB mouse does not work until I connect laptop to AC power, immediately after connecting to AC power mouse works. I believe this has to do with powerdevil since its a power related issue.

This was an issue with laptop-mode-tools powerdevil is not at fault here.
