the libjpeg craft package does not automatically require libtiff, despite libjpeg's configure script itself requiring libtiff.  Manually installing libtiff allows a libjpeg install to complete successfully.

libs/openjpeg has that dependency now and libjpeg-turbo seems not to need it.
