Major usability issue for Windows users.

According to https://kdenlive.org/download/ , user is required to "Start Kdenlive from kdenlive.exe in kdenlive-windows folder, close it and re-open it."

It is unclear whether this is required only for those who installed ffmpeg separately or not.

The reason for this is unclear.

Many users will likely forget or not read the instruction. This can lead in additional reports and more dev time wasted for an issue that needs to be fixed someday.

1. If a restart is required, the app should force the user to restart.
2. If the reason for the requirement to restart is known, the app should be made not to be required to restart.

It's not necessary to "restart" something... (the PC? the application?) 
the Kdenlive.exe can be used and launched how many times the user want...

there is a bug that prevent Kdenlive.exe process to end when exiting the application. but the presence of other Kdenlive.exe instances doesn't prevent launch of a new istance.

This bug has had its resolution changed, but accidentally has been left in NEEDSINFO status. I am thus closing this bug and setting the status as RESOLVED to reflect the resolution change.
