The shift of the new cursor does not occur at the same time as the cursor icon changes.

How to represent:
1. Open chromium, go to google.com, locale bottom line;
2. Move cursor slightly in _place_, where it must change (eg. text, text field or link);
3. Look closely: see one frame as the cursor icon is jumping;
4. Move cursor from this _place_ to blank;
5. Its jumping again

Works in Konsole, Kate and anywhere else... Its annoying

The plasmashell does not position the cursor, especially not in Chromium windows. It could be a video driver or X11 server bug.

I suggest to record a video of the issue and file a bug at https://bugs.freedesktop.org/
