I was submitting a review of an application and didn't pay attention that the default rating was set to one. So despite giving a positive review, it would count as negative. I think 3 is a good default. If you are very impressed or very annoyed by an application, you are more likely to remember to give it a rating.

Better idea: there is no default star rating, and you have to actually choose onr to submit the review. That way it's impossible to submit a review with the wrong star rating.
