cannot reproduce on my Arch Linux, plasma 5.12 too. Works for me too on Kubuntu 17.10 with Plasma 5.12. Given that the wallpaper types are also not available, these issues are probably linked and caused by an upgrade or user configuration issue. Please try a forum or support group for your distro. If a real bug shakes out of that conversation, go ahead and re-open this. Perhaps it is a configuration problem indeed but since it happens to a brand new user, I have some big doubt on it. If this can come from system configuration and not user one, it is a bug because it used to work as-it-is and not anymore. I am not touching the system wide KDE configuration (too dangerous). I already open a bug report on my distro. Will see if I will have more success with them, until now nobody seems to have the same problem. Created attachment 110544 [details]
Wallpaper settings with empty "Wallpaper Type"
I removed all the 5.12 package and res-install them. I create a new user. I still have the problem so clearly something is wrong. I am going to downgrade to 5.11 hopping than someone else will be touch.
