neon dev unstable here.

start wayland session
right click your wallpaper, select "add widgets"
drag a widget to your desktop, press ESC before release your mouse button
DnD is completed instead canceled

Cannot reproduce, drag and drop event is canceling by Esc key

cannot reproduce on Arch Linux running plasma 5.13.
