I have a dual monitor setup. When I click on the Dashboard Widget button (in the panel) on screen a the Dashboard Widget will open on screen b.
Expected behaviour: the Dashboard Widget will open on the same screen as the screen where I clicked on its button

Could be. Are you using Wayland or X11?

I used X11. But it's quit some time ago that I filed this bug. I will look if I still can reproduce it. I keep you posted.
