Resize canvas resizes around unknown anchor point.

To reproduce:

-Create new document, e.g. 700x700
-draw a stroke in the center of the canvas for reference.
-Open the Resize Canvas dialog
-input new size, e.g. width 120%, height 200%. Change no other options, press OK
-Note the mark made in step 2 is not centered any more.
