I try to export either a series of animation frames or a single project file but they never show up in files

Where are you saving your files to? Which location on your drive? Do you get any error message?

Literally anywhere. Even on the Desktop. After searching on my PC's
internal search engine I was able to find them but I can't open them on the
computer itself because it says that they were "moved".

* What was the exact location?
* Could you post a screenshot or something?
* Do you have any non-standard security software installed such as sandboxie or totaldefender?
