KDE Neon, being based on Ubuntu 16.04, has shared-mime-info 1.5. This version is old and triggers Bug 384991. I tried upgrading to 1.8 and that fixed it. Consider upgrading the package version in Neon so that users can open their LibreOffice documents again without resorting to workarounds.

Small comment: I have shared-mime-info=1.9.2 and still get this bug (debian sid).

I still get the same problem when 1) Using Krusader, 2) Not having Krusader installed in the system.

I upgraded to neon 18.04 and the issue persists with shared-mime-info 1.9
