It seems I'm able to reproduce the issue here (see exported PNG).

Created attachment 110269 [details] Archive with KRA and exported(broken) and expected results Regression in Krita 4. Krita 3 works correctly. When you apply blur filter and fill part of the filter layer to apply the filter partially, it appear as expected but causes transparency errors upon export.
