open system settings > connections
create a DSL or wi-fi connection (set wpa/wpa2 security and not-encrypted password)
note that "apply" button is enabled. What is the purpose of it? Confirm connection creation? If so, it's not working because when I close system settings and click "discard" button in dialog the just created connection remains in connections list.
Also it's inconsistence because the same does not happens when I create another kind of connection.

I have tried to reproduce this and I believe this has been fixed since this was reported.

I also can't reproduce this issue on Neon unstable edition.
