Why is this bug describing an issue in System Settings? There's no way I can reproduce this or understand why it happens, please provide more information. Also note you are running the lowlatency kernel (?) This issue report was written based on an auto-generated bug report stub after a crash dialog. The "Discover" was in the original issue stub, I recall. "The crash can be reproduced every time" referred to the desktop session of writing the crash report. I now believe the issues reported were due to other transient system problems, as I am not able to reproduce the issue after rebooting the system after my KDE session became completely unusable (probably due to accidentally installing conflicting X server drivers). I do not think this is KDE problem, though there is a bit of question why KDE components crash after problems in the underlying graphical environment. (The low-latency kernel was chosen because of my wanting to experiment with audio applications that would benefit from a tighter scheduling latencies, and I do not think they have much to do with anything here.)
