Sorry, but that's out of scope of KWin. That's the job of the application. So what accounts for the reported issue where windows that remember their size in X don't in Wayland? Could that be an XWayland issue? On my Arch Linux running plasma 5.12 beta only apps running natively under Wayland (QT5 and GTK3) are affected. GTK2, GTK3 under xWayland (Firefox, for example) and QT4 apps (VLC and Clementine player) have its size remembered on close.
