You're absolutely right that is the current state. The problem is you could make a very compelling case that it should be in either. It's equally relevant across two different contexts, managing login or managing the user. We have quite a few situations where you can find the same thing in two different places and generally it's not ever been an issue. I'm tempted to close this as wontfix, unless I hear a good reason why it's a problem.
