When I select a pattern in the fill patterns toolbar on the top left side of
of the krita interface and the4 afterwar5ds when I select the fill too and in the 
fill tool options which says use pattern after I select this  nothing appears and 
I cannot use the pattern which I selected which makes both pattern selection and
application of pattern impossible.

I'm sorry, but I cannot reproduce this if I follow the steps in your report. Are you perhaps trying to use the fill tool on a vector layer? If not, can you show a screenshot or a screen recording?

Greetings

I am using a paint layer not a vector layer. I do not know how to make a
screenshot of the krita  program interface for sending to you. maybe you
give
me detailed instructions on using the pattern tool. maybe I misunderstood
an instruction or maybe there was a krita version change on how the pattern
tool is used.

To make a screenshot, press the windows key, then start typing "snip". The start menu will select the snipping tool for you, and that can make a screenshot.

As for the fill tool, it's simple enough. What I tried was:

1) create an ellipse on a paint layer
2) select a pattern in the patter selector in the top-left corner of the tool bar
3) select the paintbucket icon
4) in the tool options, check "use pattern"
5) click inside the circle.
