Since my upgrade to 4.14.22 (Kubuntu 16.04LTS) I see a change in sidebar click behaviour. Shift+Click does not open in a new window nor Ctrl+Click in a new tab. This is inconsistent in behaviour with Ctrl or Shift clicking in the Bookmark menu it opens in a new tab or window respectively. Not sure if this a Kubuntu specific bug.

Thank you for reporting this issue in KDE software. As it has been a while since this issue was reported, can we please ask you to see if you can reproduce the issue with a recent software version?

I installed the indicated newer version. There no longer is a sidebar of any kind. That is another way of bug fixing; just remove the buggy code until nothing is left.
