Please confirm your plasma version and reopen The panel used to save it's settings based on monitor size, in newer versions thickness (the relevant one here) is global. I checked again: plasma-5.11.4 kf5-plasma-5.41.0 tigervnc-server-1.8.0-5 all from fedora27, updates-testing repos enabled. sorry to say, but the resizing of the vnc window makes changes in the taskbar reset. Before, i had fiddled with the height, i had double-spaced clock with time and date in separate lines. Then resizing the vnc window - and the taskbar is reset to small icons, time and date in a single line neighboring each other. You were referring to a newer version, which one exactly? Is it possible to get a video of the problem? I didn't use VNC but I used VirtualBox, changed size several times and panel height remained the same.
