I notice when Steam is launched - logging out of Plasma is cancelling by it. Also Plasma not displays 'Steam' after the 'by' word in the cancellation notification.

Before the cancellation of logout - Steam app displays that it's logging out from it's account.

VirtualBox and GoldenDict (when not minimized to tray) apps are blocking logout as well

Cannot reproduce, and the upstream bug seems to be fixed. See https://github.com/ValveSoftware/steam-for-linux/issues/3301#issuecomment-375468099.

Yes it seems fixed here on KDE Neon Testing.
