the problem is when installing an application, when I click to install appears a loading bar but this bar does not work right it is filling up as the program is downloading more it is left with no signal until the program download and install.

FWIW in KDE Neon with 5.11.3, I can reproduce the issue: the progress bar jumps around during installation. This is probably caused by https://github.com/hughsie/PackageKit/issues/159

I not sure if Neon (or Paulo) has gotten a new version of PackageKit that incorporates your patch in https://github.com/hughsie/PackageKit/pull/181

Either way, should we mark this as RESOLVED UPSTREAM?

We should make sure that Neon has the new version first (it should).
