settings

the new systemsettings' mainpage has a frequently used list. for the live of me I cannot figure out what the point of it is.

the items in the list seem static and are by no means frequently used by me, specifically not on the machine I am currently on

The wording may not be the best here; I think the idea is that these are frequently used by all Plasma users, not just you.

Perhaps we could change it to "Commonly-changed settings" or "Popular settings"?

There is a default set until it has enough information to be useful. The KCMs definitely reflect the ones I use most often and definitely change as I change my habits.

Items under "frequently used" are always the same lol

Hmm, it works for me now. After using System Settings for a bit, the set of icons on the main page have changed to reflect my recent usage.

Can anyone confirm the original behavior?

Continues to be a never changing list for me.

Where's the data it derives the usage from stored? Perhaps something is wrong with the config?

Comes from KActivitiesStat, works fine for me (in fact, changes a bit too frequently imho)

If I was to hazard a guess my stats are defunct. Which would raise the questions of why and how and if something (desktop notificiation?) should tell me that they are defunct and what to do about it.

That is the case, yes.

Clearly there was something wrong once with kactivities, but given you're on a dev machine that's not necessarily a bug that was ever released.

Please kill the stats dir and see what happens.

FWIW, the machine with the breakage only has release builds.
