i want to connect 2 headsets for me and my friend to see a video.

i plug 2 bluetooth dongles
then
i paired a headset to one dongle
i paired the other headset to the other dongle
then
i created a virtual output of all outputs with audio volume settings tool

great it works well but i don't need speakers output.

please supply the ability to select only the 2 headset and more generally 
supply the ability to create a virtual sound ouput device made of selected sound output devices

i know that pa supply this feature with module-combine-sink

It does and you would need to do it manually.

if i ask for adding this feature in audio volume settings it is because i am not a techie.

plus this feature is already available in audio volume settings but for a particular case : a virtual output device composed of all output devices. i just want to be able to choose the output device.

I can see this being handy for the use case described. It would make audio a lot more flexible at times like
- Two people sharing media while traveling
- Pair programming or other collaboration in an environment you don't want to use external speakers
