When I open a project, Kile now opens every file in the project, regardless of the last state of that project. Since there is no 'close all' option, this requires manually closing several tens of files.

This is a regression. Kile did not used to do this.

Sorry, but I cannot reproduce the problem here. Can you attach a small test case?

This bug has had its resolution changed, but accidentally has been left in NEEDSINFO status. I am thus closing this bug and setting the status as RESOLVED to reflect the resolution change.
