This sounds like what I am experiencing as well. I already filed a bug for it (bug #384151). Can you check and see if this is the same thing you are running into? *** Bug 391966 has been marked as a duplicate of this bug. *** This issue is solved with the latest Windows version 18.08.2 (30.
