On the tab bar, KATE opens files (just opened, or from sessions) in reverse order, rather than left-to-right order they're opened or saved in.  That could become an option for Israel, Japan, etc., but most the world doesn't read right-to-left and (obvious) still wants files (when opened, or loaded from sessions) to open left-to-right.

This is per design.
The least-recently-used file is on the left.
